Who is Eligible to Apply for PR? (Updated ICA Guidelines)
As of the latest ICA policy update, Student Pass holders may apply for PR without meeting the previous 2-year minimum stay requirement, if they meet either of the following:
1. National Exam Completion
You’ve successfully passed at least one national exam in Singapore:
- PSLE
- GCE 'N' Level
- GCE 'O' Level
- GCE 'A' Level
2. Currently Enrolled in the Integrated Programme (IP)
If you’re currently in the Integrated Programme (IP), you’re eligible even before completing two years. The IP leads to:
- GCE A-Level
- IB Diploma
- NUS High School Diploma
Note: You must still hold a valid Student Pass during the application.
Singapore PR Application Process for Students
Step 1: Prepare All Required Documents
You’ll need:
- A valid Student Pass and passport
- Academic transcripts and certificates (PSLE, GCE levels, etc.)
- Proof of IP enrolment (if applicable)
- Supporting documents like CCA involvement, awards, or community contributions
Step 2: Submit Through ICA’s e-Service
All applications must be submitted online via ICA’s official e-Service portal using a Singpass.
Step 3: Wait for the Outcome
Processing can take 4 to 6 months or longer. ICA may request additional documents or clarifications during this time.

Can international students apply for Singapore PR without studying here for years first?
Under ICA’s current criteria, students are generally expected to have resided in Singapore for at least two years and to have passed at least one recognised national examination, PSLE, N-Level, O-Level, A-Level, or the Integrated Programme equivalent before applying.
This is more flexible than requiring a completed degree, but the residence and exam requirements are both real conditions, not optional extras, so check your specific timeline against them before assuming you’re eligible.
What is the approval rate for student PR applications?
There’s no official ICA figure published for this specific group, so any percentage quoted (including elsewhere on this site) is an estimate. What does appear to genuinely help, based on published criteria and consultant experience: passing a recognised national exam, strong and stable parental income if you’re a dependent applicant, and solid academic and conduct records. Framing these as “what strengthens a case” is more reliable than quoting a specific approval percentage.
How soon after finishing my studies can I apply for PR?
You can generally apply once you’ve met the residence and exam requirements above, you don’t have to wait for a degree to be completed if you’re already eligible via an earlier national exam.
The practical constraint is your Student Pass validity: your pass needs to remain valid throughout the application and approval process, so time your submission with your pass expiry in mind, or arrange an alternative pass (Work Pass, extended Visitor Pass) if you expect a gap.
Can I work while applying for PR as a student?
Student Passes generally allow limited part-time work during term time and more flexibility during official school holidays, but working substantial hours requires a separate work authorisation.
Part-time work during your studies neither strongly helps nor hurts a PR application on its own, ICA is mainly looking at your academic record and residence history at that stage. Where employment does matter more is after graduation: securing a Work Pass and building 6–12 months of employment history before applying adds a genuine, separate strand of evidence to your case.
What happens to my PR application if I graduate while it's pending?
Graduating doesn’t automatically cancel a pending application, but your Student Pass may expire around graduation, and you need continuous, valid immigration status throughout the review.
If your pass is due to expire before a decision comes through, look into a Student Pass extension, an eligible alternative pass, or if you’ve secured a job, moving to a Work Pass before the Student Pass lapses. Keeping ICA informed of your status through MyICA, rather than letting a pass lapse silently, is the safer approach.
