Who is Eligible to Apply for PR? (Updated ICA Guidelines)
As of the latest ICA policy update, Student Pass holders may apply for PR without meeting the previous 2-year minimum stay requirement, if they meet either of the following:
1. National Exam Completion
You’ve successfully passed at least one national exam in Singapore:
- PSLE
- GCE 'N' Level
- GCE 'O' Level
- GCE 'A' Level
2. Currently Enrolled in the Integrated Programme (IP)
If you’re currently in the Integrated Programme (IP), you’re eligible even before completing two years. The IP leads to:
- GCE A-Level
- IB Diploma
- NUS High School Diploma
Note: You must still hold a valid Student Pass during the application.
Singapore PR Application Process for Students
Step 1: Prepare All Required Documents
You’ll need:
- A valid Student Pass and passport
- Academic transcripts and certificates (PSLE, GCE levels, etc.)
- Proof of IP enrolment (if applicable)
- Supporting documents like CCA involvement, awards, or community contributions
Step 2: Submit Through ICA’s e-Service
All applications must be submitted online via ICA’s official e-Service portal using a Singpass.
Step 3: Wait for the Outcome
Processing can take 4 to 6 months or longer. ICA may request additional documents or clarifications during this time.
